  • A citizen of India, Nepal, Bhutan

  • A Tibetan refugee who came over to India before 1 January 1962 to permanently settle in India

  • A person of Indian origin who has migrated from East African countries of Kenya, Uganda, Burma, Ethiopia, Sri Lanka, Pakistan, the United Republic of Zambia, Malawi, Tanzania, Zaire, and Vietnam with intent of permanently settling in India are eligible only if a certificate of eligibility has been issued by the Government of India in the candidates’ favor
